The Greek Foreign Ministry’s confidential document demonstrates the use of cash in envelopes, the way cash is transferred to foreign embassies to serve the purposes of the Greek Government. The cash comes from well-known black treasurers and serves purposes that could not be legally justified. The transfer shall be carried out in diplomatic bags without being subject to control.
